With more than 1,200,000 computerized titles from a network of over 30 libraries, collections and cultural and scientific institutions in Germany, Poland and the Czech Republic, the Verbundkatalog Östliches Europa ("Union Catalogue Eastern Europe", VOE) is a central instrument of the Martin Opitz Library for literature research on the entire area of Eastern Europe.

The network is "open" and offers other institutions the opportunity to join and cooperate. The VOE participating libraries hand over their catalogue data to the Martin Opitz Library (MOB) at regular intervals (or enable catalogue data to be integrated into the VOE via the online interface) with the aim of presenting it on the Internet. The presentation is currently done in KVK and in Osmikon. The MOB offers this service free of charge and undertakes to make all catalogue data accessible, exclusively free of charge.
 
The main focus of the holdings listed in the catalogue is literature on the entire area of Eastern Europe, on the history and culture of the Germans in Eastern Europe, on the history of Germany and its eastern neighbors, as well as on migration and integration. The range of subjects includes, but is not limited to, history, literature, linguistics, genealogy, theology, music, and art.
